100% booking will not be unconditional: Koretsky named four changes

The government has finalized changes to the booking system and is preparing a separate mechanism for enterprises wishing to book 100% of their employees. It is planned to link this to the voluntary engagement of part of the personnel in military service. This was reported by Prime Minister Serhiy Koretsky.

According to him, the number of booked employees increases by tens of thousands each month. At the same time, soldiers who have been defending the country for a long time need the opportunity to return home. The government explains the revision of the system by the need for rotation and to counter abuse.

New booking rules: what changes for critical enterprises

The first direction involves separating the criticality of the enterprise from its economic indicators. Koretsky named the defense industry, energy, telecommunications, logistics, and utilities as important sectors.

Sectoral and regional criteria for criticality will be updated and checked for abuses. At the same time, the Prime Minister assured that the work of arms manufacturers and critical infrastructure enterprises will not be weakened.

The second direction concerns the refusal of unconditional 100% booking, including in the defense industry and energy.

«Unconditional full booking is unfair to those who serve and opens up space for abuses», noted Koretsky.

If more employees need to be booked for uninterrupted operation, the enterprise can submit a justified request to the Coordination Center. There are no specific new percentages mentioned in the post. Previously, booking in the defense industry and energy became a subject of parliamentary discussion.

The third direction, according to the Prime Minister, involves strengthening responsibility for evasion from service. He did not specify what changes the Ministry of Defense is preparing.

How 100% booking is planned to be implemented by December 1

The fourth component is still in the development stage. Enterprises are offered the possibility of full booking on the condition of fulfilling mobilization obligations: regular voluntary engagement of part of the employees into the military.

According to the government's plan, a person should know in advance the place and term of service. Their job and salary are to be preserved. The conditions are to be developed by the Ministry of Defense and the Ministry of Economy together with businesses, and the mechanism is planned to be approved by December 1.

«These decisions do not mean that mobilization will be strengthened tomorrow», emphasized the Prime Minister.
