1000 UAH 'Winter Support': Is it possible to top up a mobile account?

Ukrainians continue to receive a one-time payment of 1000 hryvnias under the 'Winter Support' program, designed to cover basic expenses during the cold season. Applications can be submitted until December 24, and funds can be used until June 30, 2026. After this deadline, any unused money will be returned to the state. This is reported by the Judicial and Legal Newspaper.

Winter Support: What funds can be spent on

The main condition of the program is targeted use. It is not possible to withdraw assistance in cash, nor transfer it to other accounts. Expenses are only possible cashless and only in approved categories:

• payment of utility services - gas, water, electricity, heating;

• purchase of medicines and medical products in pharmacies;

• food products of Ukrainian production;

• printed products and books;

• charitable contributions, including support for the Armed Forces of Ukraine;

• services and products of Ukrainian production in branches of 'Ukrposhta'.

The program operates on the same principle as last year: expenses must relate only to urgent needs.

Can the winter thousand be used to top up a mobile account?

Last year, the program allowed using part of the 'winter thousand' for mobile communication payment. However, the list of permitted categories in the National Cashback has been updated. After these changes, topping up a mobile account has been completely excluded.

The Ministry of Economy explained that this is necessary to harmonize the actions of two state programs and direct assistance specifically to the basic needs of Ukrainians.
