The second wave of payments under the 'Winter Support' program

In Ukraine, the second wave of payments under the presidential 'Winter Support' program has started, within which 14 million Ukrainians will receive 1000 hryvnias each. Payments began on December 1, 2025, and already 11.4 million applications have been processed through the 'Diia' platform. Among these applications, 2.9 million pertain to children. In addition, more than 700 thousand applications have been submitted through 'Ukrposhta'.

Automatically, 1.8 million people will receive funds, and already 3.5 million people have received 1000 hryvnias. The spending made by people under this program amounted to 473 million hryvnias, of which 80% went to pay for utility services. Applications for payments are accepted until December 24, 2025.

Yulia Svyrydenko, a representative of the government, noted that 'for those who applied on the second day of accepting applications' there is still an opportunity to submit an application. She also emphasized that 'you can apply until Christmas, December 24.'

The 'Winter Support' program includes not only financial payments but also energy-saving initiatives, recalculation of utility subsidies for households, as well as financial support for internally displaced persons during the heating season.

This program contributes to the stability of gas and electricity tariffs and supports residents of frontline territories. It also encourages donations to the Armed Forces of Ukraine, which is an important element in the context of current challenges.

Winter support is an important step in ensuring social stability in Ukraine, especially amid the economic difficulties caused by the war. The program not only helps citizens cover utility costs but also emphasizes the state's commitment to support vulnerable populations, including internally displaced persons.
