Winter Payout for Frontline Communities: 380,000+ Households to Receive 19,400 Hryvnias Each

One-Time Cash Assistance for Families in Front-Line Zones

According to Рубрика — Суспільство: Ukraine is rolling out a single cash payment of 19,400 hryvnias to more than 380,000 households living in municipalities near the front line, helping them manage the winter season. Prime Minister Serhiy Koretskyi announced the aid package, which targets some of the most vulnerable segments of the population. Funding for the 7.4-billion-hryvnia program comes from international humanitarian donors, including UNICEF and the Ukrainian Red Cross, routed through a special humanitarian account of the Ministry of Social Policy.

Eligibility Categories for the Payment

The one-off benefit covers:

• people with disabilities
• retirees living alone
• internally displaced persons
• recipients of housing subsidies
• large families and foster families
• single mothers
• families raising children with disabilities
• family-style children's homes
• foster families providing care

Those eligible must submit their requests no later than October 30. Applications can be completed at offices of the Pension Fund of Ukraine, Administrative Service Centers, or local authorities.

Transfers will be made to a bank account or issued through Ukrposhta branches. Last year households in front-line regions received a comparable one-time payout of 19,400 hryvnias for the 2025/2026 heating season, a round that saw nearly 3.5 billion hryvnias come in from international partners. For 2026, the Ministry of Social Policy, Family and Unity of Ukraine has mobilized over 2.2 billion hryvnias from UNICEF and the Ukrainian Red Cross Society through its humanitarian response and resilience account. This latest round of funding underscores how vital external support has become for civilian communities during wartime. With the heating season approaching, the money offers families a measure of stability in an otherwise difficult winter.

As the winter season approaches, it's crucial for families in need to explore available support options. In addition to the recent aid package announced by Prime Minister Serhiy Koretskyi, UNICEF and the Red Cross are providing similar one-time assistance to over 104,000 households, further emphasizing the importance of collective humanitarian efforts during these challenging times.
