Gambling in Ukraine: Insights from a Recent Study

According to Мінцифра: A comprehensive survey conducted by the Socioinform Public Opinion Center, commissioned by Ukraine’s Ministry of Digital Transformation, has uncovered that 75% of Ukrainians consider gambling to be a significant societal challenge. The findings aim to inform government strategies focused on improving policy and preventing gambling addiction.

Data from the study shows that only 5% of Ukrainians engaged in gambling activities within the past year. Despite this, 70% of respondents believe people gamble primarily to make money. Among those who gambled, just 17% admitted that the desire to earn was their motivation. Financial difficulties linked to gambling were reported by 45% of players. At the same time, 64% of these players are aware of responsible gaming tools, indicating a moderate level of public knowledge in this area.

Government Efforts and Social Implications

The research was initiated by the Ministry of Digital Transformation and carried out by the Responsible Gaming Center with support from the Association of Ukrainian Gambling Business Operators. These insights could guide future regulatory reforms and support programs aimed at tackling gambling addiction across Ukraine.

The study highlights serious social issues connected to gambling that demand government attention. With a large majority identifying gambling as a threat to society, there is increased momentum for legislative measures and support initiatives for individuals struggling with gambling problems. Overall, this research represents a critical step toward developing a more responsible and effective gambling policy framework in Ukraine.

Understanding public attitudes toward gambling is essential as Ukraine continues to shape its regulatory landscape, balancing economic interests with social welfare concerns.
