According to Главком: European Council President António Costa has declared that the first negotiation cluster, known as 'Fundamentals,' for Ukraine’s accession to the European Union must be opened following the approval of a €90 billion loan to support Ukraine and the adoption of the 20th sanctions package against Russia. This announcement came during a press conference in Cyprus, which also featured Ukrainian President Volodymyr Zelenskyy and European Commission President Ursula von der Leyen.

The Council of the EU has formally endorsed a €90 billion loan aimed at bolstering Ukraine. Concurrently, the 20th set of sanctions targeting Russia was approved. During the press conference, Volodymyr Zelenskyy noted that the first tranche of this support package could become available as early as May or June. Funds from the European package are planned to be allocated toward:

  • weapons production;
  • purchasing essential armaments from partners that are not currently manufactured in Ukraine;
  • preparing the energy sector and critical infrastructure for the upcoming winter.

EU’s Readiness to Stand by Ukraine

António Costa emphasized that 'the next step is to open the first cluster of accession negotiations for Ukraine with the European Union.' He further stated, 'we will follow through on this next step as well,' signaling the European Union’s commitment to advancing Ukraine’s European integration process. On April 23, Ukrainian President Volodymyr Zelenskyy traveled to Cyprus to take part in a special meeting of EU leaders, where key issues of support for Ukraine were discussed.
