According to Главком: The administration of US President Donald Trump is formulating a plan for economic rapprochement with Russia, viewed as a precautionary measure against a potential escalation of conflict. The key figure in this strategy is the US Special Representative for Ukraine, Steve Wietcoff. However, experts express skepticism, citing the negative experience of past years and Russia's risky investment climate, especially since the onset of its aggression against Ukraine in 2014. This move comes amid ongoing tensions in Eastern Europe and a complex history of sanctions.

Donald Trump has discussed large-scale economic development projects with Vladimir Putin that could form the basis for restoring economic ties. Historically, US investment in Russia grew rapidly until 2009. Yet, under the current political conditions, Russia's projected economic growth is only 1%, which may indicate limited opportunities for successful investment. The Russian economy remains heavily constrained by international sanctions.

Negotiations and the Ukrainian Delegation

Within the context of these talks, a Ukrainian delegation traveled to Abu Dhabi on February 2 for consultations. Planned meetings in a Ukraine-US-Russia format are scheduled for February 4-5. The composition of the Russian delegation for the talks remains unchanged from previous negotiations, which included:

  • Chief of the GRU (Main Intelligence Directorate), Igor Kostyukov,
  • Head of the Russian Direct Investment Fund, Kirill Dmitriev,
  • First Deputy Head of the GRU's Information Department, Alexander Zorin,
  • Interpreter Ilya Kurepov.

Tatiana Stanovaya notes that for the Kremlin, geopolitical interests and security issues will always take precedence over financial gain.

This Trump administration initiative may be an attempt to reduce tensions between the US and Russia, but existing risks and the negative experience of past efforts could complicate the implementation of such plans. Ukraine's participation in the negotiations underscores its critical role in these matters, particularly against the backdrop of the ongoing conflict in its eastern regions. Observers will be closely monitoring the outcomes of the scheduled meetings, as they could significantly impact future relations between the three states and stability in the region.
