According to ХВИЛЯ: On the fourth anniversary of Russia's full-scale invasion of Ukraine, military analyst Michael Kofman gave an interview to the Foreign Affairs podcast. He noted that the Trump administration has encountered a significant obstacle in its efforts to negotiate an end to the war. The Kremlin, Kofman stated, has refused to adjust its core political demands to reflect the actual military situation on the ground, which has severely complicated any potential peace talks. This inflexibility comes despite the immense human and economic cost of the prolonged conflict for both sides.

Putin's Unwavering Demands

Kofman emphasized that Putin presented ultimatums as far back as 2021.

"Putin wanted this war. He wanted it from the very beginning-back in the 2021 negotiations when he issued his ultimatums. He still wants this war. And he wants it more than anything else currently being offered to him at the negotiating table,"

said Michael Kofman. These remarks underscore that Moscow has shown no flexibility in its objectives, regardless of the shifting battlefield dynamics over the past four years.

The analyst further argued that while leaders can act rationally, this does not equate to wisdom.

"If Putin were a smart leader, we would not be marking the fourth anniversary of this war,"

Kofman noted. This assessment reflects his view of the Russian president's decision-making within the context of a protracted conflict and the missed opportunities for a peaceful resolution in Ukraine.
