How to receive 5000 UAH from the 'School Package' for preparing a first grader in the summer of 2026
Families whose children are starting first grade this year can receive a one-time assistance of 5000 UAH from the government. It can be spent on clothing, shoes, stationery, and other learning materials. The payment is made separately for each future first grader. This is reported by the Judicial and Legal Newspaper.
'School Package' in 2026: who qualifies for 5000 UAH
One of the parents or the legal representative of the child has the right to assistance. The payment can be applied for by Ukrainian citizens, as well as foreigners and stateless persons who legally reside in Ukraine with the child.
Assistance is also provided for persons with refugee status or those who need additional protection. Applications can also be submitted by legal representatives of orphans and children deprived of parental care, including foster parents, guardians, and caregivers.
No money will be allocated if the child is abroad or lives in a temporarily occupied territory for which a date to end the occupation has not yet been set. The payment must be returned if it is found that the applicant provided false information or the school submitted data with errors.
How to apply for the 'School Package' through 'Diia' or the Pension Fund of Ukraine
The system operates mainly automatically: the educational institution forms an electronic list of children enrolled in first grade and then sends the data to the Pension Fund for verification and payment assignment.
An application can be submitted in one of two ways:

through the 'Diia' app, no later than November 1 of the current academic year;

in person at the service center of the Pension Fund of Ukraine by filling out a paper application.
After the application is received, the Pension Fund has up to 10 working days to verify the information. Another 10 working days are allowed for the bank to open or confirm a special account in IBAN format.
Payment of 5000 UAH for a first grader: where will the money be credited
If the application is submitted through 'Diia', the funds are credited to a special account, for which a virtual 'Diia Card' has been issued. After a paper application, money can be credited either to the 'Diia Card' or to another special account at an authorized bank.
If such an account has already been opened for another government program, there is no need to create a new one. If multiple accounts exist, the money will automatically be transferred to the last opened one.
The payment is provided in non-cash form. Any unused funds must be returned to the Pension Fund account.
