What fines are in effect on European beaches in summer 2026

European resorts are tightening beach conduct rules due to an influx of tourists and threats to coastal nature. Fines can be incurred for loud music, smoking, leaving items on the sand, wearing swimsuits outside the beach, and even improper towel usage. Euronews reports.

What fines apply for items and equipment on European beaches

On La Pelosa beach in Sardinia, towels can only be placed on special mats that retain less sand. Violating this rule can result in a fine of up to €100 on the spot.

At Punta Molentis in Villasimius, the use of umbrellas, tents, and pavilions is restricted. Only one umbrella is allowed per family or group, which must be set up in designated areas.

In the Spanish town of Calpe, it is prohibited to leave chairs, loungers, and umbrellas on the beach until 09:30 to reserve a spot in advance. Violating this rule will cost €250, and items will be taken to the municipal storage. Equipment left unattended for more than three hours may also be removed.

Where fines apply for swimsuits, smoking, and behavior near the sea

In Albufeira, Portugal, being in a swimsuit outside the beach, pool, or hotel area can incur a fine of €300 to €1500. In Sorrento, Italy, the penalty for this violation can reach €500.

In stores and restaurants in Barcelona and Mallorca, being shirtless or in swimwear may result in fines of €300. In Croatian Split, Dubrovnik, and Hvar, similar public order violations can cost up to €150, and in Varenné on Lake Como, up to €200.

More than 600 beaches in Spain have banned smoking and vaping. In France, a fine of €135 is imposed for smoking on the beach near swimming areas.

In the Spanish city of Vigo, a fine of €750 is imposed for natural needs on the beach or in the sea. A similar ban has been enacted on 25 beaches in Marbella.

For what music on the beach can one be fined €36,000

In Portugal, it is prohibited to play portable speakers at a volume that disturbs other vacationers. For individuals, the fine ranges from €200 to €4000, and for groups, from €2000 to €36,000. The speaker itself may be confiscated.

Many beaches in Italy, Spain, France, and Croatia also limit the presence of dogs in the summer. Pets are allowed only during specified hours or on designated beaches.

There are no uniform rules for all of Europe. Restrictions are set by states, municipalities, or administrations of individual beaches, so it is advisable to check local signs and official resort rules before vacationing.
