According to ХВИЛЯ: The American-European peace plan envisions the creation of a more powerful Ukrainian army, the deployment of European troops in Ukraine, and the use of American intelligence to ensure security. The main security guarantee documents were approved during a meeting in Berlin, where over eight hours of discussions took place involving representatives from approximately 12 European countries.

According to the plan, the size of the Ukrainian army is to be increased to 800,000 servicemen. Currently, the Ukrainian military has already grown to nearly 900,000 people during the war. By comparison, the German army consists of about 180,000 servicemen, highlighting the scale of Ukraine's efforts to enhance its defense capabilities.

Security Guarantees and Cooperation

The security documents developed during these negotiations aim to ensure stability in the region. As Ursula von der Leyen emphasized,

“we see real and concrete progress”

. Volodymyr Zelensky also noted that

“each country already understands its role or the scope of supplies”

The plan stipulates that the USA will focus on providing intelligence support without plans to send its troops to Ukraine. The Budapest Memorandum, signed in 1994, also remains an important element in the context of international security guarantees for Ukraine.
