Winter Help for Vulnerable Households in Ukraine
Ukraine's Ministry of Social Policy, Family and Unity has secured more than UAH 2.2 billion from UNICEF and the Ukrainian Red Cross Society to support vulnerable households in frontline areas through the winter. UNICEF is contributing UAH 2,012,792,601, while the Red Cross is providing UAH 223,813,000. The money will go to over 104,000 households, each receiving a single payment of UAH 19,400 through the Pension Fund of Ukraine. This is one of the latest efforts to help civilians endure the harsh winter conditions linked to the ongoing war.
The funding agreement was confirmed in an exchange letter signed on August 6, 2026, between UNICEF and the ministry. Denys Uliutin, Ukraine's Minister of Social Policy, Family and Unity, commented:
"We have created a tool that lets international and humanitarian organizations support people through Ukraine's social protection system - fast, transparently, and with maximum efficiency."
UNICEF will deliver the cash aid to families near the front line using funding from the governments of Germany, Norway, Sweden, the United Kingdom, and the United States. The UNICEF funds are to be paid into a humanitarian response and resilience account at the National Bank of Ukraine. The Red Cross payment also consists of UAH 19,400 per household as a one-off grant.
Disbursements will be handled by the Pension Fund of Ukraine through existing state payment mechanisms. The ministry and the Pension Fund will jointly identify recipients, verify eligibility, and issue the payments. Ann-Claire Dufay, head of the UNICEF office in Ukraine, pointed out:
"Winter creates extra difficulties for families who are already suffering from the effects of war."
She highlighted the importance of the ministry partnership in providing essential support to the most vulnerable families with children during the harsh winter season.
International Partners Step In with Assistance
Uliutin added: "The humanitarian account is open for donors who wish to support Ukrainians through a transparent, accountable, and scalable government mechanism that links emergency humanitarian response with long-term growth of the social protection system." As a result, support from international organizations, together with national efforts, will help boost the resilience and social security of Ukraine's most at-risk groups.
This initiative is a major step toward assisting families enduring severe wartime conditions. The substantial funds mobilized by international organizations show how cooperation between Ukraine and its partners strengthens humanitarian response and enables faster relief. The assistance will also contribute to making Ukraine's social system more stable and better equipped to handle the crisis.
As Ukraine faces the challenges of winter, international support continues to play a crucial role.
