Growing debt for housing and communal services in Ukraine

Since the beginning of August 2025, there has been a significant increase in the population's debt for housing and communal services (HCS) in Ukraine, raising concerns about the stability of the sector. The total debt has reached approximately 109 billion hryvnias, and more than 794 thousand enforcement proceedings have been recorded in the Unified Register of Debtors. This situation highlights the seriousness of the problem and the need for effective solutions.

According to the data, 60% of enforcement proceedings have not been implemented, indicating difficulties in debt collection. The record for the number of proceedings belongs to a 71-year-old pensioner from Mykolaiv region, who has 28 debts for electricity. This confirms that the problem of non-payments affects various segments of the population, including the elderly.

Consumers with heating debts of over 10 thousand hryvnias risk receiving a court lawsuit, which could lead to further financial difficulties. In addition, non-payers for electricity may have their supply cut off after two or more months of non-payment. The increase in debts is described as a 'huge wave,' as noted by expert Oleg Popenko, emphasizing the scale of the problem.

Popenko also points out that many are abandoning traditional methods of influencing debtors. At the same time, private companies and private housing management companies are using the practice of cooperating with collectors, which may indicate attempts to find alternative solutions to this problem.

The necessity of urgent measures

Thus, the growing debt for HCS raises concerns not only among consumers but also among industry representatives, requiring urgent measures to stabilize the situation.

The increase in debts for housing and communal services in Ukraine reflects the complex economic situation facing the population. It indicates the need for action from both the state and utility enterprises to prevent further deterioration of the financial situation of consumers. Given the high level of debts, it is important to develop support programs for vulnerable segments of the population and improve debt collection mechanisms to ensure stability in the HCS sector.
