The eRecovery Initiative
Ukraine's eRecovery program remains active, offering internally displaced persons (IDPs) from temporarily occupied areas a pathway to homeownership. To date, 160 families who lost their dwellings due to the war have taken advantage of this scheme. The Kyiv region leads in transactions, with 61 properties purchased at a total cost exceeding 121 million hryvnias.
Regional Transaction Breakdown
In the Dnipropetrovsk region, 29 homes were bought for 58 million hryvnias, while Mykolaiv saw 20 properties acquired for 40 million hryvnias. Within the city of Kyiv itself, 16 homes were purchased for 32 million hryvnias. The Odesa region recorded 9 transactions worth nearly 18 million hryvnias. Overall, housing vouchers have been utilized across 14 different regions of Ukraine.
Apartments make up over 91% of the purchased homes, with private houses accounting for roughly 8%. Notably, nearly 87% of acquisitions were on the secondary market. Currently, more than 860 transactions have been forwarded for payment, underscoring the program's active rollout.

Since the program's launch, over 39,000 applications have been submitted, with more than 30,000 receiving approval from local commissions. A new phase called 'Housing for IDPs from Temporarily Occupied Territories' began on May 1st. This enables hundreds more Ukrainian families to acquire their own homes, marking a critical step in rebuilding their lives.
The eRecovery program aims to support war-affected families and help them return to a normal life. The rising number of completed deals reflects strong engagement from IDP families in this initiative, which is a vital component of Ukraine's housing recovery. It also highlights the ongoing need for state support to address the housing challenges faced by thousands of Ukrainians.
As the eRecovery program continues to gain momentum, a new phase has been introduced, allowing displaced individuals from occupied regions to reserve funds conveniently through the Diia app. This innovative approach not only streamlines the process but also expands opportunities for families seeking stable housing solutions amidst the ongoing challenges.
