Ukraine Allocates 22.35 Billion Hryvnias to Fortify Critical Infrastructure

Engineering Defenses for Critical Infrastructure Under Construction

Ukraine is currently undertaking construction and preparatory work to engineer defenses for its critical infrastructure. A decision has been made to allocate 22.35 billion hryvnias for this vital effort. These funds are designated for over 600 specific protective measures, covering essential water, heating, and electricity supply facilities, as well as assets belonging to Ukrzaliznytsia, the national railway company. This massive investment is a direct response to the ongoing threat of targeted attacks on civilian systems.

Special focus is being given to frontline regions, where the risk of damage to critical infrastructure remains the most severe.

“Time is short. The enemy is already attempting to slow the pace of construction with shelling. The responsibility on the ground is for people's safety and the preservation of equipment. And crucially: physical protection is only part of the solution. In parallel, we are developing distributed power generation, adding backup power for water and heat, and transitioning to more decentralized systems. Resilience is a systemic effort, and it is already underway.”

These protective measures are being coordinated with regional military administrations, relevant services and ministries, and representatives of the General Staff, underscoring the importance of a comprehensive approach to safeguarding critical infrastructure under modern wartime conditions.
