Statistics on the closure of individual entrepreneurs in Ukraine in 2025
In 2025, a total of 250,209 individual entrepreneurs ceased their activities in Ukraine. The highest number of closures was recorded in January, with 59,723 cases of cessation of entrepreneurial activity. The main reasons for closure are related to the activities in retail and the IT sector.
Among the closed entrepreneurs:
- 77,705 entrepreneurs worked in retail;
- 28,668 entrepreneurs worked in the IT sector;
- 16,909 entrepreneurs ceased their activities in wholesale trade.
Geography of entrepreneur closures
Geographically, the largest number of closures occurred in:
- Kyiv — 32,469 entrepreneurs;
- Dnipro region — 22,645 closures;
- Kharkiv region — 20,481 closures;
- Odesa region — 18,714 closures;
- Lviv region — 16,521 closures.
The average lifespan of individual entrepreneurs in Ukraine is 2 years and 4 months. In the fourth quarter of 2025, approximately 58,200 new entrepreneurs were registered, which is a positive sign against the backdrop of overall closure statistics. In comparison, in the fourth quarter of 2024, about 41,600 new entrepreneurs were registered.
This statistics indicates the difficult conditions for doing business in Ukraine, especially during periods of economic instability.
The closure of a significant number of entrepreneurs in key sectors, such as retail and IT, may indicate the need for reforming the business environment and supporting entrepreneurship. However, the increase in the number of new entrepreneurs in the last quarter of 2025 may signal hopes for recovery and adaptation of business to new conditions. This highlights the importance of supporting small and medium-sized enterprises for the stability of the country's economy.
