AHC 2026 Conference Set for Kyiv

On November 4, 2026, the EU-LEAP Analytical Center will lead a technical session titled "Green Bonds for Affordable Housing Recovery" as part of Ukraine's inaugural Annual Housing Conference (AHC 2026) in Kyiv. Running from November 3 to 5, the conference will bring together stakeholders from various sectors to explore innovative approaches to housing restoration in Ukraine. The event is organized by the Ministry for Communities, Territories and Refugees of Ukraine, with support from the World Bank's Ukraine Recovery Trust Fund (URTF) and the Government of Austria.

The Annual Housing Conference aims to address the urgent need for rebuilding affordable and energy-efficient rental housing following the extensive challenges Ukraine has faced. On November 4 at 9:00 AM, EU-LEAP will unveil a financing model inspired by French expertise, which leverages local loan green bonds combined with blended finance mechanisms to support sustainable housing development and reconstruction.

Conference Program Overview

The program begins on November 3 with high-level plenary sessions. Technical discussions will continue on November 4 and 5, focusing on key themes such as:

  • Housing policy
  • Financing and investment strategies
  • Rental housing development
  • Public-private partnerships
  • Green and sustainable housing solutions
  • Digitalization and community capacity building

Participants will include representatives from government bodies, local authorities, international financial institutions, private sector actors, experts, and civil society. The conference will be held in person in Kyiv, with registration open until October 16, 2026.

To attend the EU-LEAP session, participants should select Block 01 on November 4 at 9:00 AM and join session 01E: Green Bonds for Affordable Housing Recovery | EU-LEAP. This event is expected to serve as a critical platform for discussing Ukraine’s housing reconstruction and innovative financing tools.

AHC 2026 is convened in response to the pressing need to restore Ukraine’s housing stock after recent crises. By engaging international expertise and adopting cutting-edge financial instruments like green bonds, the conference underscores the significance of global collaboration in tackling national social housing challenges.

The ongoing efforts to enhance housing solutions in Ukraine are further supported by significant funding initiatives. Recently, the €50 million contribution from the Council of Europe and Italy aims to provide housing for 2,200 families, highlighting a collaborative approach to addressing the housing crisis. This aligns with the goals of the upcoming Annual Housing Conference, where innovative financing mechanisms will be discussed to ensure sustainable recovery in the sector.
