In 2020, the State Special Communications faced the issue of updating equipment and software to enhance cybersecurity. Contracts worth 285 million UAH were concluded with Ukrainian companies. However, in November 2023, NABU and SAP accused members of the group of embezzling 62 million UAH.
Shoddy work
The consideration of the case is complicated by formal errors and the absence of documents. Sessions are postponed, and the work of the court is hindered by the absence of suspects due to mobilization. The assessments of the software were poorly substantiated, undermining the legitimacy of the charges.
Visibility of anticorruption efforts
The court practice in the case creates the impression of an artificial investigation to create the appearance of an anticorruption process. Such an approach may lead to losses of taxpayers' money and undermine trust in state institutions, which has serious consequences for the country’s cybersecurity.
