More than 70% of Ukrainians believe that competition or confrontation between state structures harms the development of the country. These data were obtained as a result of a survey by Active Group.
«The Armed Forces of Ukraine enjoy the highest level of trust among state structures – 52.3% of respondents specifically indicated them. In second place is the Security Service of Ukraine (36.5%), while third place goes to the Main Directorate of Intelligence of the Ministry of Defense (34.2%)», the study states.
According to the results of the survey, only 18.7% of Ukrainians consider competition among state bodies to be a positive phenomenon. The level of trust in anti-corruption bodies is also important, with 20.4% of respondents trusting NABU, and 13.0% trusting the Specialized Anti-Corruption Prosecutor's Office.
From the entire survey, it turns out that 24.1% of Ukrainians do not trust any state structures. It was also found that one-third of respondents (33.1%) consider competition among state structures to be obvious, and another 19.5% partially agree with this.
Details of the study
The study was conducted using the online panel SunFlower Sociology. According to the results of the survey of 800 citizens of Ukraine aged 18 and older, there was a theoretical error of no more than 3.5%. Data collection lasted until September 13, 2025.
The conducted survey showed that Ukrainians consider trust in state structures to be important, and high competition among them may harm the country's development. It was also found that more than a quarter of respondents do not trust any state structure, indicating a lack of trust among citizens in certain state bodies.
