Nearly 700,000 Ukrainian Households Still Pay for Gas Without Meters

The State of Gas Metering in Ukraine

Around 700,000 families across Ukraine are forced to pay fixed-rate gas bills because they lack individual meters. A law mandating commercial gas metering was passed back in 2011, yet the final deadline for installation has been postponed twice: first from 2018 to 2021, and then again to January 2023. In early 2026, the Ministry proposed another delay, suggesting that all consumers be equipped with meters within seven years after martial law ends.

Gas Consumption Norms

Under the current consumption norms, gas used for cooking on a stove with central hot water supply is set at 3.28 cubic meters per person per month. Without hot water, that figure jumps to 5.39 cubic meters per person. For households using gas water heaters, the norm reaches 10.49 cubic meters per person monthly.

Take a family of four without a meter: they typically consume around 30 cubic meters of gas per month, leading to a bill of nearly 600 hryvnias at the capped rate. In contrast, the same amount of gas measured by a meter costs only about 240 hryvnias.

Gas meter installations are funded by distribution system operators (DSOs), the state budget, and consumers themselves. However, the lack of meters prevents families from saving on usage. Without meters, it also becomes harder to track non-payment by new residents or for new appliances, and bills still arrive even when no one is officially registered at the address.

There are also specific conditions under which a zero bill is possible. The gas metering issue remains a pressing concern for many Ukrainian families, who are hoping for a swift resolution to this problem.

The absence of gas meters in many Ukrainian homes creates significant financial strain and makes it difficult to monitor energy consumption. Postponing the installation deadline to 2026 could worsen this situation amid economic instability and high energy prices. Implementing gas metering is a crucial step toward fair billing for resources used and improving energy efficiency across Ukraine.

As the issue of gas metering remains unresolved for many households, it's worth noting that recent developments have positively impacted other aspects of energy costs. For instance, storage expenses for gas have decreased by 10%, providing some relief to consumers. This shift highlights the ongoing changes in the energy market, which could further influence household budgets in the coming months.
