A Practical Guide for Agricultural Producers
Ukraine's Ministry of Economy, Environment, and Agriculture has released a comprehensive guide called the 'Matrix of Available Financial Resources,' which organizes various support options for farmers. This document compiles details on state subsidies, donor programs, and bank loans designed to help agricultural businesses grow, recover, or expand their operations. What Support Is the Government Offering?
Specifically, the program includes livestock maintenance subsidies ranging from 2,000 to 7,000 UAH per head. Farmers can also receive reimbursements covering 25–50% of costs for constructing or renovating farms. Grants for the processing industry can reach:
- 16 million UAH for processing facilities;
- 10 million UAH for establishing orchards;
- 7 million UAH for building greenhouses;
- 20 million UAH for creating vegetable storage facilities.
For regions near the front lines, the government offers compensation covering up to 100% of demining costs for agricultural land and up to 60% of insurance premiums.
International donors and organizations are also providing financial backing. For example, Mercy Corps offers grants of up to $150,000 for farm restoration. The European Bank for Reconstruction and Development (EBRD) provides funding for business modernization and reimburses consulting fees. The Canadian government supports women in agribusiness, while UNIDO runs programs to improve product quality and safety standards.
Bank financing plays a key role as well. The 'Affordable Loans 5-7-9%' program offers farmers preferential credit terms, with the agricultural sector accounting for 30% of all loans under this initiative. The maximum preferential loan term has been extended to March 31, 2027. In April 2026, the government announced new grants of up to 16 million UAH for farmers to replace equipment damaged by shelling.
“We have organized all available funding opportunities for farmers into a single tool so that every producer—regardless of farm size—can quickly find the best solution for developing, restoring, or scaling their business,” said Taras Vysotsky.
