In 2026, Ukraine launched an experimental basic social assistance program, which provides a single monthly payment for low-income families. It can amount to up to 4500 UAH per person and replaces several types of assistance. The Ministry of Social Policy of Ukraine writes.
This concerns a new format of support, where the government combines different social payments into a single amount for the entire family. The assistance is initially assigned for 6 months with the possibility of automatic extension within a two-year experiment.
Basic social assistance 2026: who is eligible
Citizens who are already receiving state support can apply. In particular:

assistance for low-income families
-
payments for children of single mothers
-
temporary assistance for children without alimony.

online through Diia
-
offline at the Pension Fund service centers.
It is important that applicants are allowed to contact any branch regardless of their registration place.
How to apply for 4500 UAH payments: conditions and calculation
To apply online, you need to:

log in to the app
-
select the service “Basic social assistance”
-
check the data and sign the application via “Diia.Signature”
-
receive confirmation after review.
The amount of payments is determined individually. The formula provides:

100% (4500 UAH) – for the applicant
-
100% – for a child or a person with disabilities
-
70% – for each additional adult.
From this amount, the average income of the family over the last three months is deducted.
Assistance can be denied if:

able-bodied adults are not working and are not looking for a job
-
purchases over 100,000 UAH per year were made
-
there are deposits over 100,000 UAH
-
more than one property or vehicle is owned.
The program is aimed at simplifying the system of social payments and making it clearer for recipients.
Let us remind you that on March 20, 2026, a new draft law No. 15094 was submitted to the Verkhovna Rada of Ukraine, which proposes to set a minimum size of the basic value for social assistance in the Law on the State Budget. The start of the new system is planned for January 1, 2027.
