Poland in 2025 introduces a new three-year CUKR residence card for Ukrainians with PESEL UKR status. The document will serve as a digital replacement for temporary protection and will provide broader opportunities for residence and work. The law has already been passed and is awaiting the president's signature. This is reported by Visit Ukraine.

Who can apply for CUKR for Ukrainians

The new permit is available only to citizens of Ukraine and their family members who are in Poland under temporary protection. Those who can apply are those who:

  • have UKR status as of June 4, 2025;
  • will maintain UKR status on the day of application;
  • have been continuously present in Poland for at least 365 days.

Children can also receive a card provided they have legal residency and UKR status. Infants born in Poland additionally need the presence of CUKR in their mother and confirmation of legal entry after February 24, 2022.

The application procedure is fully digital and will be conducted through the MOS system. The applicant needs to create a new account, fill out the form, electronically sign the application, and add a photo and two payments: 340 zlotys for processing and 100 zlotys for card issuance. After submission, the system will issue a confirmation UPO, and the applicant will only need to visit the office to collect the finished card.

The document grants Ukrainians the right to legal residence for three years, access to the labor market without permits, starting a business, traveling within the Schengen area for up to 90/180 days, and the ability to accumulate experience for permanent residence or long-term EU resident status.

At the same time, CUKR holders automatically lose UKR status. They must also inform about any address changes within 15 working days, not leave Poland for more than six months, and collect the document within 60 days after being notified of its readiness.
