Which disability group will not be mobilized in 2026 and whether it is possible to travel abroad

In Ukraine, special mobilization rules are maintained in 2026 for people with disabilities. Legislation clearly defines who is entitled to a deferment, how to apply for it, and under what conditions travel abroad is permitted. Mobilization with disability: who is entitled to deferment

According to Article 23 of the Law of Ukraine on Mobilization Preparation and Mobilization, citizens officially recognized as persons with disabilities are not subject to conscription during mobilization.

An important nuance: the law does not distinguish between disability groups. The right to deferment applies to all persons with disabilities:

  • Group I;

  • Group II;

  • Group III.

Such citizens may only be mobilized voluntarily, on contract. If the disability status is not confirmed or the deferment is not properly executed, the risk of conscription remains.

Travel abroad and accompanying persons with disabilities

Men aged 18 to 60 with disabilities of any group have the right to cross the border with valid supporting documents. The deferment is valid throughout the entire mobilization period and is automatically extended if the disability remains active.

Deferment can be arranged without a personal visit to the TCC:

  • through the CNAP;

  • through the Reserve+ mobile application.

For this, documents confirming disability are submitted: certificates from the MSEC, disability certificates, pension documents, or documents for receiving benefits.

Accompanying persons also have the right to exit, including:

  • the husband or wife of the person with a disability;

  • parents or guardians of persons with disabilities in Groups I and II;

  • persons providing permanent care;

  • parents of children with disabilities under 18 or adult children with disabilities in Groups I and II.

Recall that starting from May 2024, the law No. 3633-IX came into force in Ukraine, which changed the mobilization rules for persons with a criminal past.
