Ukrainians who do not have sufficient insurance experience for retirement at the age, in 2026 may only receive state social assistance. This is provided for pensioners who do not meet the requirements regarding the minimum number of years of work experience. This is reported by RadioTrek.
The Pension Fund explained that this payment is an alternative to a pension. It is intended for citizens who have reached retirement age but cannot apply for a standard pension due to a lack of insurance experience.
Pension without experience in 2026: who can receive assistance
Social assistance can be granted only under the condition of meeting several requirements. It can be received by citizens who:

have reached the age of 65

do not have sufficient insurance experience to qualify for a pension

permanently reside in Ukraine

have low income or do not receive other significant state payments
As explained by the Pension Fund, this support is granted after checking the financial condition of a person.
Social assistance instead of pension: what are the payment amounts
The amount of such assistance is determined based on the subsistence minimum for persons who have lost their ability to work.
In 2026, the monthly payment is 2,595 hryvnias. Formally, it is equal to 30% of the subsistence minimum, but taking into account additional payments, it cannot be less than the full amount of this indicator.
Social assistance differs from insurance pensions, as:

Meanwhile, insurance pensions are calculated individually, depending on the number of years of service and the amount of contributions to the Pension Fund.
The department advises citizens to check information about their insurance experience in advance. Sometimes employers do not transfer contributions or there may be errors in documents. In such cases, periods of work can be confirmed by certificates or other documents, and if necessary, through the court.
It should be noted that the Pension Fund of Ukraine changed the rules for counting insurance experience earned abroad, which can significantly affect the procedure for granting pensions.
