American intelligence confirms that Vladimir Putin's military objectives in Ukraine remain unchanged. The main intent of the Kremlin is to seize all of Ukraine's territory, bringing it back under Russian control. To date, Russia controls about 20% of Ukraine's territory, including Crimea, Luhansk, Donetsk, Zaporizhzhia, and Kherson regions. Recent intelligence reports, dated late September 2023, indicate that Russia's military aggression continues.

In addition, the number of Ukrainian armed forces will be limited to 800,000. This limitation was a response to threats from Russia, which continues to build its military capabilities.
