US Lawmakers Urge Trump to Broaden Ukraine’s Access to Starlink Satellite Technology

Американські законодавці закликають Трампа розширити можливості України щодо використання супутникових технологій Starlink.

Congressional Appeal to the US President

More than 20 members of the US Congress have called on President Donald Trump to increase Ukraine’s access to the Starlink satellite network, aiming to enhance Ukraine’s ability to strike Russian missile launchers. The letter supporting this move was signed by seven Republicans and sixteen Democrats from the Congressional Ukraine Support Group. Earlier in October 2026, Senators Roger Wicker and Kevin Cramer met with Ukrainian President Volodymyr Zelensky in Kyiv to discuss both Starlink and the military-grade Starshield systems.

Dialogue on Starlink and Starshield Access

In an October 18, 2026 interview on Face the Nation, Senator Kevin Cramer highlighted President Zelensky’s positive reception to proposals for expanding access to Starshield. Zelensky also requested a license to jointly produce interceptor missiles compatible with the US Patriot air defense system. Senator Roger Wicker linked the potential expansion of Starshield access to increased Ukrainian strikes deep within Russian territory, as well as to potential reductions in fuel prices in the United States.

  • On October 20, 2026, Zelensky discussed interceptor missile supplies, warnings of Russian attacks, and the operation of Starlink and Starshield with US Secretary of State Mark Rubio.
  • The Pentagon clarified that it has neither canceled nor restricted Ukraine’s access to Starshield, nor issued any special directives regarding the system.
  • On October 18, Mark Rubio stated that Ukraine currently does not have access to the military Starshield satellite system, and the issue remains under consideration.

President Zelensky has pointed out that difficulties with Starlink complicate Ukrainian military logistics and drone operations. He expressed concern that US decisions on Starlink, Starshield, Patriot missile deliveries, and sanctions on Russia may reflect a political choice to slow down support for Ukraine. Notably, Zelensky agreed not to target Russian oil infrastructure in exchange for assistance with targeting intelligence.

“President Trump, seize this opportunity!” urged Roger Wicker, emphasizing the critical nature of US-Ukraine security cooperation.

The question of Ukraine’s access to advanced satellite technology remains a pressing issue requiring ongoing international discussion. Given the escalating tensions with Russia, collaboration between the US and Ukraine in security matters is vital. Expanding access to these satellite systems could significantly enhance the operational capabilities of Ukrainian armed forces amid modern warfare challenges.

In a related development, Republican senators have proposed a strategic 100-day halt on military strikes against Russian energy targets, contingent upon expanding Starlink's coverage by 300 kilometers. This offer highlights the ongoing negotiations surrounding Ukraine's access to advanced satellite technology, which is crucial for its military operations.
