US Congressional Delegation’s Visit to Kyiv
A group of American legislators traveled to Kyiv to support increasing Ukraine’s access to the Starlink satellite network. This initiative aims to intensify pressure on Russia and bolster Ukraine’s front-line capabilities. The US Congress delegation, including Roger Wicker, Kevin Kramer, Mark Vici, and Dan Crenshaw, met with President Volodymyr Zelenskyy to explore ways to assist Ukraine, focusing on sanctions and military aid.
During the talks, President Zelenskyy expressed gratitude to the US delegation for their visit amid ongoing Russian assaults. Key discussion points included enhancing sanctions against Russia and accelerating the approval process for manufacturing Patriot missile interceptors. Ukraine has declared its readiness to produce ballistic missile interceptors for its own defense as well as for the United States and its allies.
Expanding Starlink’s Capabilities
The delegation emphasized Starlink’s critical role for Ukraine’s defense. Dan Crenshaw stated:
“I fully back efforts to persuade Elon Musk to activate Starlink more broadly. I would tell Elon clearly: sometimes escalation is necessary to achieve de-escalation. That’s how you must act against an aggressor.”Kevin Kramer also advocated for extending Starlink’s functionalities, suggesting: “It would be beneficial if Starlink enabled targeting support for additional types of weaponry. This would provide Ukraine with an extra tactical advantage.”
Roger Wicker expressed optimism about reaching an agreement with Elon Musk on enhancing Starlink features:
“We remain hopeful that some agreement can be reached. Of course, Mr. Musk is not part of the US government and has the right to run his business as he sees fit. But I believe a deal is possible.”
Elon Musk first provided Starlink stations to Ukraine in 2022 at the request of then-Minister of Digital Transformation Mykhailo Fedorov. On April 27, 2022, Starlink Ukraine was officially registered as a SpaceX representative office. In 2023, SpaceX signed a contract with the US Department of Defense to supply Starlink terminals to the Ukrainian Armed Forces. By early 2026, Musk agreed to restrict Starlink use by Russian military forces at Ukraine’s request. Ukraine now uses only verified Starlink terminals listed on a “white list,” ensuring their legitimate ownership and usage.
