Anna Skorokhod Proposes Constitutional Amendments to Abandon NATO Membership and Reinstate Ukraine’s Neutrality

Anna Skorokhod's Legislative Proposal

Member of Parliament Anna Skorokhod has submitted a draft law aiming to amend Ukraine’s Constitution by withdrawing from the path toward NATO accession and restoring the country’s neutral status. This information was shared by political analyst Viktor Ukolov. Currently, there is no official record of the bill on the Verkhovna Rada’s website. Skorokhod, elected in 2019 from the 93rd electoral district, is part of the parliamentary group “For the Future.”

She serves on several committees and delegations, including:

  • The Committee on Energy and Housing and Communal Services,
  • The Temporary Special Commission on Military Justice,
  • The delegation to the NATO Parliamentary Assembly,
  • The Ukraine-EU Association Committee.

Viktor Ukolov, who revealed the legislative initiative on Facebook, urged President Volodymyr Zelenskyy to respond to the proposal. He emphasized:

“Anna Skorokhod, whom Zelenskyy supported in a Kyiv region district, has introduced a constitutional amendment to abandon NATO membership ambitions and reestablish Ukraine’s neutrality.”

The draft bill is open for parliamentary signatures until October 20. Meanwhile, on October 4, 2026, MP Oleksiy Honcharenko unveiled a peace plan that similarly calls for renouncing NATO membership and initiating neutrality talks. This stance led to his expulsion from the European Solidarity faction due to conflicting principles. The faction issued a statement asserting that peace negotiations must not compromise Ukraine’s sovereignty, language rights, religious freedom, or defense capabilities.

Outlook on the Peace Proposal

Regarding Honcharenko’s peace plan, he argued that negotiations on Ukraine’s neutrality are necessary, describing the pursuit of NATO membership as unrealistic given the lack of genuine admission offers. Ukolov stressed he is awaiting Zelenskyy’s comments on Skorokhod’s initiative, adding:

“I am eager to see which deputies will endorse this constitutional change alongside Anna Skorokhod.”

These proposals spark intense debates among politicians and the public about Ukraine’s foreign policy direction. Skorokhod’s bill and Honcharenko’s peace plan represent contrasting perspectives on the feasibility and desirability of NATO integration amid ongoing conflict and complex relations with Russia.
