Collusion Between Companies Uncovered
The Antimonopoly Committee of Ukraine has uncovered a bid-rigging scheme between two companies during 2020 tenders for school canteen equipment in the Volyn and Rivne regions. Following the investigation, both firms were each fined 204,000 hryvnias and barred from participating in public tenders for three years. This case highlights ongoing efforts to clean up public procurement in Ukraine, a key demand of international partners.
The companies involved are 'Arm-Eco', registered in the Rivne region, and the 'Construction and Trading Company Svit Budinvest' from Kramatorsk. The director of 'Svit Budinvest' is Ihor Grabar, while the owners of 'Arm-Eco' are Mykhailo Melnyk and Andrii Yedin. The total value of the procurement contracts that confirmed the collusion amounts to 501.2 million hryvnias.
Flaws in the Public Procurement System
The investigation further revealed that a contract to supply equipment for the school named after Viacheslav Lypynskyi was valued at 300,000 hryvnias. Additionally, the Rivne City Council's education department entered into agreements worth 3 million hryvnias and 571,000 hryvnias. These findings point to significant flaws in the state procurement system, casting doubt on the fairness and transparency of tender processes in the education sector.
The exposed collusion underscores persistent vulnerabilities in Ukraine's public procurement, particularly in education, where ensuring fair competition is crucial for both quality and cost-effectiveness.
While fines and bidding bans are a significant step toward improvement, effectively combating corruption requires systemic reforms to ensure greater transparency in tender procedures.
