Jarosław Kaczyński’s Address at the PiS Youth Congress
Jarosław Kaczyński, leader of Poland’s Law and Justice party, shared his perspective on what Ukraine anticipated from Poland at the outset of the full-scale war. He pointed out that Ukraine hoped for certain actions from Warsaw, which Poland was unable to undertake due to various constraints. “Even if Poland had been a highly militaristic nation, it lacked any real armed forces. It simply could not enter the war,” Kaczyński stated.

On March 15, 2022, Kaczyński traveled to Kyiv alongside Polish Prime Minister Mateusz Morawiecki, Czech Prime Minister Petr Fiala, and Slovenian Prime Minister Janez Janša. During this visit, they met with Ukrainian President Volodymyr Zelensky and Prime Minister Denys Shmyhal. Kaczyński noted that before the war commenced, Poland had made all necessary preparations for the conflict except for declaring a state of emergency in border regions, a decision that was made later.
In his remarks, Kaczyński criticized some Polish political opponents for lacking unity with the government in war preparations, highlighting that the PSL party occasionally demonstrated a stronger stance than the Civic Coalition.
“There were often debates about whether to take certain actions or not. Ukrainians sometimes expected things that, for various reasons which I cannot elaborate on, we were unable to agree to,” he explained.
Kaczyński also reflected on Ukraine’s initial mindset at the war’s outbreak, suggesting it was somewhat unusual. According to him, Ukrainians anticipated Poland’s involvement in the war “on the basis of forming a single state.” He reminded the audience that a hybrid war had already started before the full-scale invasion, and by the time the latter began, Poland had finalized all decisions except one.
