The government is abolishing the minimum subsistence level: what will happen to social benefits

The Ministry of Social Policy of Ukraine is preparing a revolutionary reform of the social benefits system, which involves replacing the minimum subsistence level with a new 'basic value'. According to the new legislation, everyone who receives an income lower than this value will be entitled to state assistance. The package of bills has already been submitted to the Verkhovna Rada, and it is expected to come into effect from the New Year.


As reported by 'Khvylia', this decision signifies an important step towards overcoming social issues in the country. Minister Denis Uliutin believes that the minimum subsistence level no longer meets the real needs of citizens.

The minimum subsistence level for persons without work capability currently stands at 2361 hryvnias and serves as the basis for calculating the minimum pension.


The new social benefits system is aimed at providing adequate social support to the most vulnerable segments of the population. The implementation of the basic value will help avoid negative consequences associated with the minimum subsistence level and ensure a fairer distribution of social benefits.
