Ukraine's Free Dental Prosthetics Program: Who Qualified for Services in 2026

The Ukrainian government has expanded access to free dental prosthetics and planned dental care, extending these services to new population groups. This initiative, which launched in 2024, has already demonstrated significant reach and budget allocation. The program is part of broader healthcare reforms in Ukraine, aiming to provide essential services to vulnerable citizens.

Specifically, individuals with disabilities resulting from the Chornobyl Nuclear Power Plant accident and those classified as Category 1 victims, including people suffering from radiation sickness, now qualify for free dental services. In its first year, the program served over 21,000 people.

By 2025, eligibility was broadened to include:

  • Foreign military personnel;
  • Stateless persons serving under contract in Ukraine's Armed Forces, the Defense Ministry's intelligence agency, the State Special Transport Service, or the National Guard of Ukraine;
  • Individuals who have survived captivity.

Throughout 2025, more than 108,000 Ukrainians utilized these services. Of these, 102,970 patients received dental care, and 25,693 underwent free dental prosthetics.

Funding and Service Availability in 2026

For 2026, over UAH 1.1 billion has been allocated for the program within the Medical Guarantees Program. In just the first month and a half of 2026, more than 1,100 patients received free dental prosthetics, while over 7,100 people accessed dental care. Prosthetic services (Package No. 66) are available at 207 healthcare facilities, and planned dental care (Package No. 67) is offered at 518 institutions.

To use the service, individuals must first contact a medical facility that has a contract with Ukraine's National Health Service for the relevant service package (No. 66 for prosthetics or No. 67 for dental care). Next, they need to obtain a referral from a dentist, submit copies and present originals of required documents: a passport, tax identification number, and the relevant certificate (for combatants, war-disabled persons, military ID, or a certificate for Chornobyl disaster victims). Finally, an application for services must be written.

The expansion of the free dental prosthetics program reflects the Ukrainian government's efforts to improve medical service access for vulnerable groups. This initiative enables people with disabilities and military personnel, among others, to receive necessary dental care, representing a significant step in supporting their health and social well-being. As the program continues to evolve, monitoring its effectiveness and impact on the quality of life for beneficiaries remains crucial.
