According to Ukraine's Foreign Intelligence Service, Russia's introduction of a visa-free regime for Chinese citizens has not produced the expected surge in tourism. Despite the hopes of Russian tour operators, who anticipated a rise in visitors from the People's Republic of China starting in December, the actual results have fallen short of forecasts. The intelligence service notes that while China remains formally among the top sources of visitors, the real volume of tourist travel to Russia does not meet the industry's expectations. This policy was part of a broader effort to attract foreign visitors and currency.

Systemic Issues Undermine Russia's Tourism Appeal

Chinese citizens are permitted to stay in Russia for up to 30 days for tourism and business. However, market experts point to deep-seated, systemic problems that are harming the country's attractiveness to tourists. Russia remains an uncompetitive destination, unable to offer quality service or an appealing product for international visitors. The report highlights that limited infrastructure, a lack of world-class resorts, and general security risks make the country unattractive, despite the simplified visa rules.

Consequently, foreign tourists, including those from China, are opting for more comfortable, secure, and predictable destinations such as:

  • Turkey
  • Thailand
  • Egypt

The Ukrainian Foreign Intelligence Service indicates that these alternatives are in significantly higher demand among tourists, demonstrating the low competitiveness of the Russian tourism market amid modern challenges. The war in Ukraine has further isolated Russia from global travel networks.

The implementation of the visa-free policy aimed to stimulate tourist flow to Russia, but the unsatisfactory results point to serious structural problems within the country's tourism infrastructure. This outcome is likely to influence future decisions by the government and businesses regarding the development of Russia's tourism sector, particularly the need to invest in service improvements and create competitive conditions for foreign tourists.
