New rule for conscripts
Conscripts who have passed the military medical commission and do not have the right to deferment can now receive mobilization orders through 'Ukrposhta' as registered mail. According to the Cabinet's resolution No. 916 dated July 30, 2025.

According to the new regulations, combat summonses for sending to the army can now be sent as registered mail. This option applies to citizens who have just passed the military medical commission and have a valid medical certificate but do not have grounds for deferral from service.

Significant changes in the military accounting system
After the end of the deferral period, provided there is a valid medical certificate, conscripts can expect to receive summonses through the mail. The order will be sent as registered mail via Ukrposhta, which implies mandatory delivery registration.
Avoiding receipt of a summons may be regarded as evasion of military obligations. Also, there have been other changes in the military accounting system, including the registration of women with medical education and the granting of military ranks to men who did not serve until they reached the age of 25.
