Debts in the energy market will not disappear without government intervention – expert

Energy expert Gennady Ryabtsov noted that the issue of state debts to electricity producers has become systemic, and government intervention is necessary to solve it. He emphasized that without state support, producers will not be able to resolve this issue.


"Without government intervention, it is certainly impossible to do anything with these debts. I don't know who can resolve this," Ryabtsov noted.

According to the expert, one of the reasons for this situation is the government's unwillingness to reduce the list of privileged consumers. He pointed out that only a third of industrial enterprises are critically important for the country, while the rest are private companies.



Situation with market changes


Ryabtsov recalled that the president and the National Security and Defense Council (NSDC) have already spoken about the need for changes, but the Cabinet of Ministers has not yet made any decisions on this matter. The deadlines for implementing the innovations have been postponed again, and they are now scheduled for late 2025, although they were supposed to be accepted earlier.


"The issue of reducing the list of beneficiaries has been postponed until the end of this year and the IV quarter of 2025, although according to the NSDC decision, it should have been resolved back in the middle of last year," the expert emphasized.

According to Olga Savchenko, head of the legal committee of the Ukrainian Wind Energy Association, the issue of debts for electricity from alternative energy sources remains relevant, as only half of the payments were made in 2022.



The issue of state debts to electricity producers and the need for changes in the electricity market have become pressing. Solving these problems requires government intervention and specific actions from the legislative power. Electricity-producing enterprises and market participants are expecting quick regulation of the situation to improve the functioning of the industry.
