By the end of the first quarter of 2026, total household debt for utility services in Ukraine had reached 101.2 billion hryvnia. Between January and March 2026, Ukrainians paid 91.8 billion hryvnia, representing 94.1% of the amounts billed. The largest portion of the overall debt is attributed to centralized heating and hot water, which stood at 39.8 billion hryvnia by the quarter's close.

Payment rates for heating and hot water currently sit at 87.2%, while natural gas shows the highest collection rate at 97.9%. Outstanding debt for natural gas amounts to 36.2 billion hryvnia. Meanwhile, electricity arrears have reached 18.8 billion hryvnia, a worrying trend as this category saw a 10.6% increase over the three-month period.

Regional Breakdown

Among regions, Dnipropetrovsk Oblast holds the largest utility debt at 19.2 billion hryvnia. Donetsk Oblast ranks second with 4 billion hryvnia in arrears. Poltava Oblast owes 3.3 billion hryvnia, the city of Kyiv 3 billion hryvnia, and Kyiv Oblast 2.2 billion hryvnia.
