A particularly acute issue is customs corruption, which accounts for at least 10% of all corrupt transactions and requires urgent attention.

Research indicates that approximately 100 distinct corruption schemes exist in Ukraine, many of which could be dismantled relatively quickly. Achieving this, however, hinges on addressing several key pillars of an effective anti-corruption framework. These include:

- Building public trust in law enforcement
- Cultivating a societal culture of zero tolerance for corruption
In this context, it is crucial to note that public trust in Ukrainian law enforcement agencies remains critically low, at no more than 30%, which severely hampers anti-corruption initiatives.
A major pre-2022 study of customs corruption uncovered systemic failures. Successful reform requires a comprehensive formula involving an elite pact, a reset point, trustworthy law enforcement, a culture of public condemnation, and the certainty of punishment. Only through a holistic approach and the adoption of new methodologies can Ukraine hope to achieve meaningful progress. This struggle is central to the nation's broader political and economic transformation, especially following Russia's full-scale invasion.
Given the low confidence in institutions, deploying new strategies is vital to rebuild trust both domestically and with international partners. Effective anti-corruption measures are a prerequisite for improving the investment climate and fostering the country's overall development.
