Fighting Illegal Gas Stations: Recommended Measures by the Parliamentary Committee

Detrimentalization of the Fuel Market

The Committee of the Verkhovna Rada on Finance, Taxation and Customs Policy has made a decision regarding the detribalization of the fuel market and recommended a number of measures to combat illegal gas stations (GS). The head of the committee, Danilo Hetmantsev, noted that the situation with illegal GS is critical and requires urgent response.

Committee Recommendations

Among the committee's recommendations are conducting a full audit to identify all illegal GS, as well as ensuring their transition to legal operations or their complete closure. Hetmantsev also emphasized the need for monitoring compliance with minimum wages by all GS networks and timely issuance of fiscal receipts. In addition, the Cabinet of Ministers must form a list of illegal GS by February 1, 2026.

To enhance transparency in the fuel market, the committee recommends publishing monthly data on tax payments for 1 liter of fuel and wage levels in each network. According to Hetmantsev, the increase in tax payments in the industry indicates positive changes, however, combating illegal GS remains a priority task for the state.

The situation with illegal gas stations in Ukraine has serious economic consequences, as it affects budget revenues and the competitiveness of legal market operators. The measures taken can be an important step toward stabilizing the fuel market, increasing its transparency, and ensuring compliance with the legislation. This can also improve conditions for consumers and create equal opportunities for all market participants.
