Consequences of non-payment of utility bills in Ukraine

In Ukraine, non-payment of utility bills can lead to serious consequences, including the blocking of bank accounts and potential loss of housing. In particular, a debt amount of over 160 thousand hryvnias can become the basis for confiscating the debtor's only housing. There are 8 million debtors in the country, of which one third has debts for utility services.

It is important to note that the enforcement service has the right to levy against the debtor's regular income, according to Article 68 of the Law of Ukraine 'On Enforcement Proceedings'. This means that deductions can be applied to the salary, pension, or scholarship of debtors. As expert Olga Brus notes,

“if there is money in the accounts, a decision may be made to impose a seizure on the debtor's funds in the bank.”

Risks and consequences for debtors

Furthermore, a person who falls into the Debtors Register automatically loses the right to dispose of all their property, as Oleg Popenko states.

“Now even the only apartment can be blocked or sold by the executor's decision,”
he adds. This indicates the seriousness of the consequences for those who do not fulfill their financial obligations for utility services.

Thus, debtors must be aware of the risks associated with non-payment of utility bills, as this can lead to significant financial and housing losses.

The situation with non-payment of utility bills in Ukraine leaves many people in a vulnerable position, as debts can quickly accumulate, and the consequences can be catastrophic. Given the large number of debtors, government agencies may take additional measures to improve payment collection and reduce the number of defaulters. This also highlights the need for financial education of the population regarding the management of their own funds and responsibility for utility expenses.
