In his monologue published in The Sun, he noted that the Kremlin might stop strikes on Ukrainian cities in exchange for halting attacks on Russian oil refineries. Browder emphasized that Russian oil production has fallen below 4 million barrels per day, the lowest level in the last 21 years, with a third of the capacities of this industry knocked out.
