Ministry of Culture Denies Role in Reservations as 'Korysne TB' Gains Critical Enterprise Status

Vladimir Petrov, who was previously registered as liable for military service by the State Enterprise 'National Military Memorial Cemetery,' did not receive a deferral approval from the Ministry of Culture. In a separate development, the company 'Korysne TB' has been designated as a critically important enterprise, granting it the authority to apply for employee deferrals through the Diia portal. While another institution did secure a deferral for Petrov, he subsequently resigned from his position of his own volition.

Under current Ukrainian law, the Ministry of Culture is not involved in processing deferrals for staff at critically important enterprises. It is also noted that 'Korysne TB' has no outstanding tax debts and provides its employees with adequate wages. This context is important as Ukraine balances military mobilization needs with maintaining essential economic functions. The company is engaged in producing content for the national telethon 'United News,' specifically for the television channel 'Inter.' 'Korysne TB' verified its status by presenting a licensing agreement with the channel, under which it produces 51 audiovisual works for the telethon.

Deferral Regulations

Enterprises must submit deferral requests for military-liable employees via the Diia portal, with legislation stipulating that no more than 50% of such employees can be deferred. The Ministry of Culture has no information regarding a potential increase in this percentage for 'Korysne TB.' Vladimir Petrov and Sergei Ivanov had been granted deferrals from mobilization since July 2025. However, the Ministry for Veterans Affairs of Ukraine has now initiated an official investigation into Petrov's deferral. The head of the ministry, Natalia Kalmykova, confirmed the start of the probe, noting that the 'National Military Memorial Cemetery' confirmed Petrov worked there as a leading specialist in the communications and information technology department.
