The Mobilization Situation in Ukraine
Kyrylo Budanov, Head of the Office of the President, has stated that the issue of mobilization cannot be resolved while the war is ongoing. He explained that the situation in Ukraine, which has persisted for 12 years—including 4 years of full-scale war—makes any changes in this area impossible.
'I am sorry to disappoint you, but as long as the war continues, no one in the world has been able, or will be able, to solve the issue of mobilization anywhere. Ukraine will be no exception in this case.' Kyrylo Budanov
Budanov also addressed the role of Valerii Zaluzhnyi, the former Commander-in-Chief of Ukraine's Armed Forces and current Ambassador to the United Kingdom. He stressed that individuals living under prolonged wartime conditions must recognize their own responsibility:

In response to these challenges, Ukraine's Ministry of Defense is developing a comprehensive mobilization reform. The ongoing conflict, which began with Russia's annexation of Crimea in 2014, has created a uniquely protracted and demanding security environment for Ukrainian society.
Budanov's remarks underscore the extreme complexity of Ukraine's position after years of sustained conflict. The mobilization question remains urgent and requires innovative approaches, as traditional methods may no longer suffice. The reform initiative from the Ministry of Defense could be a crucial step toward strengthening the country's defensive capabilities amid a persistent threat.
