Ukraine's Parliament Resolves Voting Deadlock, Passes Key EU Funding Legislation

Statement from the Head of the President's Office

Kyrylo Budanov, the head of Ukraine's Presidential Office, has announced that a critical shortage of votes in the Verkhovna Rada, which had stalled the passage of key legislation, has now been overcome. In an interview with Ukrinform and Novyny.Live, he stated that the government successfully passed a series of crucial laws on April 7th and 8th. These laws are essential for Ukraine to receive vital financial support from the European Union under the Ukraine Facility program. This funding is a cornerstone of Ukraine's wartime economic stability.

Budanov explained that the primary reason for previous failures to reach agreements was the refusal of some deputies to vote. He emphasized that the necessary solutions to secure the funding have now been found.

“Two weeks ago, I said there is no crisis, there is a problem. I told you: We will overcome it. Did I lie to you? No. The decisions we need are here,” he stated.

Prime Minister Yuliia Svyrydenko also commented on the adopted decisions, noting that they bring Ukrainian legislation closer to EU norms, make rules for businesses clearer, and strengthen the trust of international partners.

“These decisions bring Ukrainian legislation closer to EU norms,” emphasized Svyrydenko.

Prior to the laws' passage, President Volodymyr Zelenskyy made a statement regarding the voting on complex draft laws. He noted that there are ten such fundamental bills, and some of them need to be voted on within the next month. “I believe that deputies of all parties must understand the importance of these draft laws for the Ukrainian budget,” he said.
