Kyrylo Budanov, head of Ukraine's Office of the President, has stated that mobilization is unavoidable because voluntary enlistment is not meeting the army's needs. He warned that without it, 'the country will simply collapse.' Budanov also emphasized that drafting men aged 18 to 25 is unacceptable, as it would destroy the nation's future.

Mykhailo Tsymbaliuk, a People's Deputy from the 'Batkivshchyna' faction and a police lieutenant general, stated that simply transferring mobilization duties from territorial recruitment centers to the Ministry of Internal Affairs would not solve existing problems. Additionally, Solomiia Bobrovska, a member of the Verkhovna Rada's National Security Committee from the 'Holos' faction, expressed that reviewing a new draft law on mobilization could spark political disputes.

Against the backdrop of a war now lasting 12.5 years, Kyrylo Budanov noted that 'local excesses during mobilization efforts look bad.' Despite a successful start in 2024, the legislative update process faces serious challenges. The new mobilization rules will be presented to lawmakers and the public, but their effective implementation remains uncertain.
