Controversy Over High-Rise Construction on Knyaziv Ostrozkykh Street

A petition registered with the Kyiv City State Administration (KCSA) on June 17, 2026, under number 14316, is calling for the cancellation of plans to build an 80-meter skyscraper at 43/11 Knyaziv Ostrozkykh Street, Building A. The developer, LLC Budinvestytsiyi, intends to erect a 25-story residential tower on a plot situated within the buffer zone of the UNESCO World Heritage site, the Kyiv Pechersk Lavra (Monastery of the Caves). To date, the city has not approved the construction of a building of such height.

According to information from the Department of Urban Planning and Architecture, the maximum allowable building height within this buffer zone is 27 meters. The department further stated that it did not issue any urban development conditions or restrictions for a residential building reaching 80 meters. Under the conditions that were provided, the permitted building height was set within a range of 13.5 to 26.5 meters.

The petition’s author, activist Dmytro Perov, has voiced concerns that such a skyscraper would block the view of the Kyiv Pechersk Lavra and place additional strain on the area’s already congested transport infrastructure. He also highlighted that demolition has already begun on the historic communications school building, a nearly century-old structure considered a valuable example of constructivist architecture, to make way for the project.

Activist Demands

The petition includes the following demands:

  • Revoke the permit for violating public improvement regulations;
  • Remove the construction fence that extends beyond the leased plot boundaries;
  • File a lawsuit to annul the previously issued urban development conditions and restrictions for the construction;
  • Add the Communications School Building to the List of Newly Discovered Cultural Heritage Sites and prohibit its demolition.

As a result, the fate of the skyscraper project remains uncertain, sparking outrage among local residents and activists.
