The Ukrainian Cabinet of Ministers has approved the Pension Fund's budget for 2026, raising concerns due to insufficient funding allocated for implementing court rulings. The total budget amounts to 1.263 trillion hryvnias, which is 240 billion hryvnias higher than last year's figure. However, the budget sets aside only 1 billion hryvnias to cover court-ordered pension recalculations, a sum experts warn could lead to unmet obligations to retirees. This comes as Ukraine's pension system faces immense strain from the ongoing war and economic pressures.

Funding for Military Special Pensions

In 2026, a portion of funding for military special pensions, totaling 68.5 billion hryvnias, will be transferred to the Pension Fund's revenue. Nevertheless, analysts point out that the amount reserved for settling court-ordered debts may not cover all necessary expenses. Specifically, the budget provides for:

  • 0.5 billion hryvnias for old arrears;
  • 0.5 billion hryvnias for current payments.

Dmytro Korsun, an expert in pension provision, notes that all accumulated resources were effectively depleted in 2025, and the new budget has been formulated without this financial cushion. He emphasized that

"multiplying 10,000 people by 50-60 thousand in additional payments equals half a billion hryvnias. And that's just for one month for one category of cases. That's the entire sum budgeted for the year."
Given the constrained funding, enforcing court decisions could become a significant issue for Ukrainian pensioners.

This situation highlights the challenges confronting Ukraine's pension system, particularly amid financial constraints and growing obligations to retirees. Failure to comply with court rulings could impact the social well-being of many individuals who depend on these payments for their livelihood. It is crucial for the government to review expenditures and identify ways to ensure adequate funding, thereby avoiding social tension and fulfilling its commitments to citizens.
