Russia's Budget Deficit Hits Record 5.9 Trillion Rubles in Just Four Months

Russia's government is struggling with a rapidly expanding budget deficit as the war in Ukraine continues to drain state finances. Over the first four months of the year, the shortfall reached 5.9 trillion rubles—the highest level since the full-scale invasion began. In response, the Ministry of Finance has proposed cutting or freezing funding for civilian programs and state initiatives.

In February, Finance Minister Anton Siluanov asked the government to curb planned spending. Initially, authorities had projected a full-year deficit of 3.8 trillion rubles. But military expenditures—now accounting for nearly 40% of the entire federal budget—have dramatically worsened the situation. Siluanov has suggested freezing 2.9 trillion rubles in spending this year, with potential cuts rising to 7.1 trillion rubles by 2028. In January, the ministry instructed state agencies to reduce non-essential expenditures by 10%, while shielding defense and social programs from cuts.

Experts warn of the risks tied to the current fiscal situation. As analysts note,
