Ukraine's Economic Security Bureau Fails to Deliver as Budget Losses Mount

Ukrainian MP Danilo Getmantsev, who chairs the parliamentary finance committee, has criticized the Economic Security Bureau (ESB) for its lack of tangible results. He highlighted the agency's failure to act effectively against financial crimes, particularly in curbing the illegal electronics trade and the worsening situation in the tobacco market, despite the appointment of a new director. This agency is a key body in Ukraine's fight against corruption and illicit financial flows, which are critical for wartime economic stability.

Record Highs in the Illegal Cigarette Market

The share of the illegal cigarette market has reached a record 17.8%, signaling a growing threat to tax revenues. While the ESB is tasked with combating tax evasion schemes, Getmantsev stated it has shown no results so far. Furthermore, the amount of restitution recovered in criminal proceedings has halved, raising serious concerns about the bureau's effectiveness.

Getmantsev also pointed to severe financial losses from the illegal sale of Apple products, estimated at 10 to 15 billion hryvnias.

"We are not seeing any results yet," the MP noted.
He believes that
"the ESB needs another six months to reboot"
before it can demonstrate the necessary outcomes in its work. Consequently, questions about the bureau's performance remain unresolved, and the state budget continues to suffer significant losses.

The ESB's lack of progress underscores how vital the fight against financial crime is for Ukraine's budgetary stability. The expanding illegal tobacco market and massive losses from smuggled electronics highlight an urgent need to improve mechanisms for control and tax evasion countermeasures. The effectiveness of this agency will impact not only tax revenues but also the country's broader economic situation during a period of immense fiscal pressure.
