In Ukraine, there are no abuses with deferments in vocational education, unlike in graduate studies, where there is an increase in the number of men due to the possibility of postponing military service. Can a college student obtain a deferral from mobilization, said Deputy Minister of Education and Science of Ukraine Dmytro Zavhorodny in an interview for RBC-Ukraine.
What are the conditions for obtaining a deferral from service when studying in college
According to Zavhorodny, a deferral is available only if a person is acquiring higher education than their previous one. For example, a person with higher education who enrolls in a vocational institution will not have the right to a deferral.
“If you have graduated from university and are applying to study in college, you will not be granted a deferral. It is possible if you only have a full general secondary education or only 9 grades, and you are entering a vocational school,” – explained the deputy minister.
Are there abuses with deferments when studying in colleges
Zavhorodny noted that most Ukrainians have at least some education – vocational, pre-higher, or higher.
“Only a small percentage of people do not acquire any education after school. Therefore, there is no false demand for training to avoid mobilization in vocational schools,” – he added.
Among the features of vocational education:
- a short training period, usually up to 9 months;
- mandatory exams and an active learning process;
- orientation towards a quick exit to the labor market.
According to the Law of Ukraine “On mobilization preparation and mobilization”, deferments can be obtained:
- students of vocational (vocational-technical) education;
- students of pre-higher and higher education in full-time or dual forms of study who are acquiring a level of education higher than the previous one;
- doctoral students and individuals enrolled in internships.
These rules are valid according to the Law of Ukraine “On education”, which defines the sequence of education levels. Zavhorodny emphasized that vocational education does not attract those wishing to avoid mobilization, as its goal is to prepare specialists for work, not to create conditions for deferment.
